Orest Shkapsky
Orest Shkapsky was a Russian liberal politician and commissioner for the Provisional Government in Semirechye. He was involved in local governance during the chaotic period following the February Revolution of 1917, and he faced significant challenges from both the Bolsheviks and local Kazakh communities. Shkapsky's attempts to maintain order and facilitate governance ultimately ended with his arrest and execution during the Vernen Uprising.
