Fitim Dragaj is a tobacco grower from Ulcinj, Montenegro, who has been actively advocating for the legal recognition of small tobacco producers. He believes that current tobacco laws unfairly categorize small-scale farmers alongside industrial producers, making it difficult for them to meet regulatory requirements. In collaboration with MP Ilir Čapuni, Dragaj has initiated efforts to amend the Tobacco Law to allow small producers the status of family farms, enabling them to grow limited amounts of tobacco for personal use. His advocacy highlights the challenges faced by traditional farmers in maintaining their livelihoods and preserving local agricultural practices.
