C. Poebing was an engineer known for proposing comprehensive plans for the construction of a navigable canal connecting the Danube River to the Black Sea, initially outlined in 1938 and later revised in 1949. His ambitious project aimed to transform the underdeveloped regions of Dobrogea through extensive hydrotechnical works, including irrigation and drainage systems. Despite the eventual realization of the canal under the communist regime in Romania, Poebing's original vision faced numerous challenges and was only partially fulfilled.
